Perhaps those agencies, combined with UNEP and the United Nations population agencies, might eventually be developed into a Planetary Regime—sort of an international superagency for population, resources, and environment. Such a comprehensive Planetary Regime could control the development, administration, conservation, and distribution of all natural resources, renewable or nonrenewable, at least insofar as international implications exist. Thus the Regime could have the power to control pollution not only in the atmosphere and oceans, but also in such freshwater bodies as rivers and lakes that cross international boundaries or that discharge into the oceans. The Regime might also be a logical central agency for regulating all international trade, perhaps including assistance from DCs to LDCs, and including all food on the international market.
The Planetary Regime might be given responsibility for determining the optimum population for the world and for each region and for arbitrating various countries' shares within their regional limits. Do these comments point to uses already somewhat developed? The author of the government report refers to an earlier Air Force document about the uses of radiofrequency radiation in combat situations. (Here Begich and Manning note that HAARP is the most versatile and the largest radio-frequency-radiation transmitter in the world.)
The United States Congressional record deals with the use of HAARP for penetrating the earth with signals bounced off of the ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The U.S. Senate set aside $15 million dollars in 1996 to develop this ability alone -- earth-penetrating-tomography. The problem is that the frequency needed for earth-penetrating radiations is within the frequency range most cited for disruption of human mental functions. It may also have profound effects on migration patterns of fish and wild animals which rely on an undisturbed energy field to find their routes.
As if electromagnetic pulses in the sky and mental disruption were not enough, Eastlund bragged that the super-powerful ionospheric heater could control weather. Begich and Manning brought to light government documents indicating that the military has weather-control technology. When HAARP is eventually built to its full power level, it could create weather effects over entire hemispheres. When we asked them why didn't they just rig
military aircraft to spray these chemicals, they stated that there
weren't enough military aircraft available to release chemicals on such
a large basis as needs to be done. That's why Project Cloverleaf was
initiated, to allow commercial airlines to assist in releasing these
chemicals into the atmosphere. Then someone asked why all the secrecy
was needed. The government reps then stated that if the general public
knew that the aircraft they were flying on were releasing chemicals into
the air, environmentalist groups would raise hell and demand the
spraying stop. Someone asked one of the G-men then if the chemicals are
harmless, why not tell the public what the chemicals are and why we are
spraying them? He seemed perturbed at this question and told us in a
tone of authority that the public doesn't need to know what's going on,
but that this program is in their best interests. He also stated that
we should not tell anyone, nor ask any more questions about it. With
that, the briefing was over.
All documents in our office pertaining to Project Cloverleaf are kept in
locked safes. Nobody is allowed to take these documents out of the
office. Very few employees are allowed access to these documents, and
they remain tight-lipped about what the documents say.
Mr. Carnicom, I am no fool. I know there's something going on. And
frankly, I am scared. I feel a high level of guilt that I have been
aware of this kind of operation but unable to tell anyone. It's been
eating away at me, knowing that the company I work for may be poisoning
the American people. I hope this letter will open some eyes to what's
happening.
Again, I wish I could give you documented information, but you have to
understand why I must remain totally anonymous.

ABSTRACT
A method and apparatus for altering at least one selected region
which normally exists above the earth's surface. The region is
excited by electron cyclotron resonance heating to thereby
increase its charged particle density. In one embodiment,
circularly polarized electromagnetic radiation is transmitted
upward in a direction substantially parallel to and along a field
line which extends through the region of plasma to be altered.
The radiation is transmitted at a frequency which excites
electron cyclotron resonance to heat and accelerate the charged
particles. This increase in energy can cause ionization of
neutral particles which are then absorbed as part of the region
thereby increasing the charged particle density of the region.

Abstract
A method is described for reducing atmospheric or global warming resulting from the presence of heat-trapping gases in the atmosphere, i.e., from the greenhouse effect. Such gases are relatively transparent to sunshine, but absorb strongly the long-wavelength infrared radiation released by the earth. The method incudes the step of seeding the layer of heat-trapping gases in the atmosphere with particles of materials characterized by wavelength-dependent emissivity. Such materials include Welsbach materials and the oxides of metals which have high emissivity (and thus low reflectivities) in the visible and 8-12 micron infrared wavelength regions.

Het doel is om een kunstmatig zonnescherm te creëren om zonnestraling te reflecteren terug de ruimte in om het broeikaseffect te matigen.

HR2977 zorgt voor een “buzz” (zoals in ‘belletje laten rinkelen’) bij luchtverkeersleiders in de luchtvaartgemeenschap. Dit wetsvoorstel, die vorige oktober geďntroduceerd werd door Ohio Rep. Dennis Kucinich, gaat over het vreedzame gebruik van ruimte en verbied “exotische wapens”. Sectie 7 van de “Space Preservation Act of 2001” gaat duidelijk over het verbod op ‘chemtrails’.
Kucinich vertelde recent aan de “Columbus Alive” krant (van 24 januari 2002) dat ondanks officiële ontkenningen, als hoofd van de ‘Armed Services oversight’ commissie dat hij goed op de hoogte is van chemtrail projecten. “De waarheid is dat er een compleet programma binnen het ministerie van defensie wordt uitgevoerd; 'Vision for 2020', die dit soort wapens ontwikkelen”, vertelde hij aan verslaggever Bob Fitrakis. De ‘U.S. Space Command’s 2020 vision’ heeft als doel complete overheersing van de ruimte, land, zee en lucht.
Alhoewel “sectie vii” chemtrails, HAARP en andere planeetbedreigende wapens beschreven zijn deze namen ineens verwijderd in een plaatsvervangend wetsvoorstel – “onder druk” volgens Kucinich – is het originele wetsvoorstel nog intact en in het dossier.
